Frequently Asked Questions

  • How is SyTech able to intercept all types of communications?
In 1994 the Communications Assistance for Law Enforcement Act (CALEA) mandated that all telecommunications service providers adopt a standard to assist in the electronic surveillance of telephone, broadband internet, and VoIP traffic. Through the award of various government contracts, SyTech was able to build and maintain various relationships with Verizon, AT&T, Sprint/Nextel, T-Mobile and other CALEA-compliant providers. Today, SyTech is one of the few communication companies that is able to collect, decode and match all types of switch-based communications within the United States and abroad.
  • What can I do with ADACS?
The primary use of ADACS is intercepting court-ordered voice and data. However, over the course of 15 years, SyTech has developed an extensive set of capabilities and integrated this functionality into its newest platform, ADACS4. Within the ADACS4 software, authorized users have the ability to: Listen to live calls form the Live Monitor or Mapping Interface. Record and playback intercepted calls. Query stored voice, video and data within the multimedia archive. Determine real-time service provider ownership with integrated Neustar database access. Setup Automatic Target Emails for PC and Smartphone use. View, control and setup automatic parameters integrated relating video surveillance. Import video, cases notes, tolls and phonebook data. Output the multimedia case evidence to prepare for the discovery process.
  • How do I set up an intercept?
The laws of all states vary but for those states that allow Title 3 intercepts (voice intercepts) the process is simple: After probable cause has been established, a court-ordered subpoena is granted from the court. The subpoena is submitted to the subscriber’s service provider and approved. Once approved the service provider parallels the voice and data to the agency’s ADACS. Once the intercept is approved by the service provider the target can be set up in ADACS. The graphic below illustrates the Target Setup Interface within ADACS. For states that allow only data to be intercepted, the process is the same. These types of intercepts are known as Title 50 intercepts or “pens”. Almost all states allow for pen data to be intercepted.
  • How much does an ADACS cost?
ADACS pricing depends on the number of simultaneous lines to intercept, the number of monitor stations, and several other options. Simple one-line systems start around $30,000. Statewide multi-site, multi-user systems are offered as package deals with 24-by-7 support, set-up and assistance services. To price a customized ADACS, call ADACS Sales at 703-941-7887.
  • Do you provide loaner systems?
Yes. SyTech will work with your agency to set up a loaner system. Lease-to-own options can be arranged as well.
  • Does SyTech offer options to reduce the cost of intercepts?
Yes. For most intercepts the service provider will charge your agency a fee to offset the provider’s cost of maintaining their CALEA department. To reduce the service providers’ workload and cost to the agency, SyTech worked in collaboration with Verizon, AT&T, Sprint/Nextel, T-Mobile and other smaller providers to develop SyTech’s CDC Delivery Service. SyTech’s CDC Service provides secure, real-time delivery of intercept data without the direct cost due to the service provider. As a result of the call volume we maintain, SyTech is able to offer this service at a fraction of what the service provider would charge.
  • Why choose ADACS as my agency’s intercept system?
Service: Although ADACS is a combination of hardware/software, conducting a successful intercept requires dedicated service. As intercepts can require around-the-clock attention, we at SyTech offer around-the-clock support. From the time of purchase and throughout the life of your ADACS, you will know who to call whenever you need assistance. Ease-of-Use: Rebuilt from the ADACS3 Platform, ADACS4 has been refined to provide an initiative, easy-to-use interface for monitor interaction. Advanced query capabilities allow the user to search on a variety of fields with a few simple clicks. The Dock/Undock Feature allows the user to position and layer the various ADACS interfaces on a single screen or implement dual-screen stations that display the ADACS main interface on one screen and live call mapping on another. Scalable Architecture: ADACS4 has the ability to scale from portable intercept kits to statewide and national multi-site/multi-user systems. SyTech employs a wide array of IT, RF, telecomm and software engineers to assist in the design, implementation and support of your system regardless of size and scope. Capabilities: ADACS4 goes beyond traditional intercept to offer a variety of advanced capabilities to include: Live Call Mapping: The ability to map caller location in real time as a function of cell tower proximity. SyTech utilizes the most trusted cell tower databases in the world to accurately pinpoint the caller location. ADACS4 also allow for the ability to input and map physical addresses to allow the monitor to see during a live call, not only the incoming call, but also which “addresses of interest” are within the area. Call Mapping Timeline: The ability to store target locations and play back the progression over the course of a specified timeline. Automatic Target Updates: The ability to automatically receive target updates as a function of latitude and longitude and plotted on a map. Maps are sent via email and have the ability to be seen on a smartphone with .PNG viewing capabilities. GPS Tracking: The ability to map GPS receivers in real time. These devices can be carried by the field agent or planted on a vehicle to accurately track a person of interest. Scheduled Reporting: The ability to automatically generate and email intercept reports based on parameters defined by the system administrator. For example Call Frequency, Call Listing, and Daily Summary Reports can be delivered automatically based on scheduling preferences. Reports can be zipped and password protected for security purposes. Service Provider Identification: The ability to determine the service provider of standard and ported phone numbers. In collaboration with Nuestar, the nationwide authority of local number portability, ADACS4 automatically syncs the Nuestar database to provide updated service provider ownership of all cellular phone numbers including ported numbers. Direct Archiving: The ability to directly write to an off-loadable media location to create a true, original record of the evidence. This critical feature allows the intercepting agency to turn over the original evidence (such as Blue-ray or DVD-RAM) without having to be responsible for the primary-versus-secondary evidence question. Direct archiving was originally developed by SyTech and has stood up numerous times in courts of law. Video Surveillance Capabilities: The ability to interface to video feeds, offer camera controls, recording, as well as the ability to upload videos for file storage.
  • What video capabilities are available with ADACS4?
ADACS4 provides two forms of video integrations; video interfacing and video uploading. Video Interfacing allows ADACS4 to connect to video feeds, and in most cases, offers video controls such as pan, tilt, and zoom, as well as the ability to set up user-defined boundaries to automatically zoom, record, and take snapshots. Video Uploading allows system owners to prerecord video into the system to create an all-in-one multimedia evidentiary collection system. Video can be stored, archived and searched for in a manner similar to voice and data recordings assigned to specific cases. When the evidence is ready to be turned over for prosecution, ADACS4 organizes and prepares the evidence for output.
